This is a strategic tear-down and rebuild for CASA of Cecil County. Recognizing a fractured system where funding is vanishing and inter-agency hostility (OPD vs. CASA) is high, I diagnosed the bleeding points through a rigorous SWOT and Root Cause Analysis.
I engineered a new Brand Positioning Framework that redefines CASA not as a passive observer, but as the critical "ligament" binding the courts, schools, and families. This project delivers an urgent 9-month roadmap focusing on immediate financial stabilization, legal shields for volunteers, and "Bridge Builder" protocols to dismantle systemic barriers.
